NORMALIZATION OF CAPABILITIES ASSESSMENT IN THE CIVIL DEFENSE

Abstract

Formation of unified approaches to the assessment of capabilities in the field of civil protection, determination of the list of measures and the sequence of their implementation, coordination of the concepts of assessment of capabilities in the field of civil protection with national standards of other components of the security and protection sector, assessment of the state of available capabilities in response to challenges and threats in the field of civil protection, as well as the transition based on the experience of NATO member states to the formation of strategic documents, planning their compliance with modern requirements for assessing the capabilities of the security and protection forces, determines the relevance of the standardization of the assessment of capabilities in the field of civil defense and the timeliness of this work. The article aims to formulate the main theses regarding the normalization of the process of assessing capabilities in the field of civil protection of the object of assessment, the identification of participants in this process, the procedures and order of its  implementation, and the relationship with other processes. The main theses for assessing capabilities in the field of civil protection were developed based on the experience of the Ministry of Defense of Ukraine and NATO normative documents. To standardize the capacity assessment process, the tasks of civil protection capacity assessment, the types, and stages of capacity assessment (main measures), the procedure for performing the stages of capacity assessment, the participants in this  process (requirements for the manager and members of the working subgroup), the procedure for the report on the results of the capacity assessment are defined and ways of implementing the results. The procedure for carrying out the stages of the assessment of civil protection capabilities and detailed basic measures regarding the assessment of the security of the environment in which the object of assessment functions, the determination, and assessment of the existing capabilities of the object of assessment, the need for resources to maintain the existing and build up the necessary capabilities of the object of assessment are provided, development of proposals for improvement of the existing structure of the assessment object and its components, or the formation of a new structure (including the emergency and rescue formation). Provided directions for conducting further research on the subject of assessing civil protection capabilities.
