Abstract

The conducted studies are devoted to the analysis of the domestic and foreign regulatory framework and methods for calculating the required number of inspectors of emergency prevention units of the State Emergency Service of Ukraine. The analysis of approaches and methods of determining organizational staff structures and the number of employees of organizations, among them, such as analytical (methods of analytical research), normative (methods of technical regulation), experimental and statistical, and others, is given. An analysis of literary sources on methods of determining the number of employees was carried out, their comparison was carried out and advantages and disadvantages were determined. It was established that one of the shortcomings of substantiating the required number of inspectors of emergency prevention units is their extensive specificity and multifacetedness, as well as the difficulty of determining the actual costs of working time due to the fact that the activities of supervisory bodies are quite complex and heterogeneous. Because of this, there is no comprehensive approach to solving urgent issues of fire prevention work regarding the creation of a regulatory and legal mechanism and its implementation in the existing economic conditions. At the same time, these studies are quite promising. The criterion that is appropriate to use when assessing the full-time staff of inspectors has been determined. It was determined that the optimal number of employees of the inspectorate of fire supervision is possible under the condition of formulating and solving the optimization problem. Such a task can be formulated provided that there are averaged norms of labor costs for the inspection of objects of various types. The size of the problem and the choice of the method of its solution depend on the number of types of objects to be checked.
