CIVIL DEFENSE CAPABILITIES: lEGAL AND REGULATORY FRAMEWORKS, CONCEPTION, TERMINOLOGY AND DEFINITION

Abstract

Emphasis is focused on the fact that Ukrainian legislation requires inspection and estimation of the state and readiness in security’s components and defense sectors performance of task as intended. Based on the results of which conceptual documents on the development of the security's components and defense sector are developed and specified. Also measures at achieving the necessary capabilities to perform tasks as intended in the current and predicted security environment. This article analyzes normative acts and materials, theoretical researches to determine the essence of the concept of "capability" in civil defense, through their systematization by functional purpose. It was made a comparative analysis of documents adopted by the Ministry of Defense and the Ministry of Interior of Ukraine either identified types and requirements for capabilities, their functional groups. The main types of carriers of capabilities in the field of civil defense are proposed: emergency rescue formations - emergency rescue units, independent units, detachments, centers, fire and rescue units (units); governing bodies of the SES of Ukraine; means of civil protection and means of fire protection; systems: automated control of forces and means, situation data exchange, notification, resource management, etc., including relevant equipment and software.

For the purpose of systematization by functional purpose, determination of the main basic components and functional groups of capabilities, the expediency of developing terminology for carriers of capabilities in civil defense, as basic structural elements, is substantiated. The definitions of the term "emergency rescue capability", "emergency rescue officer's capability" and "civil protection and fire protection capability", which are detailed in tactical and technical characteristics, standards, instructions for use.
